NOTE:  9-1-1 is for police, fire, or medical emergencies when immediate action is required because someone’s health, safety or property is in jeopardy or a crime is in progress.

Chronic abuse of 9-1-1 is a burden to public safety trying to triage real emergencies and puts police officers at risk.

Examples of When to Call 9-1-1
Available 24/7, 365

  • An event that involves an immediate threat to a person or property (e.g. screams, attacks, gunshots, fire, car accident with injuries or any other medical emergency)
  • A substantive, in-progress crime. This includes fights, break and enters (if there is a suspect on scene) or a report of an impaired driver
  • A serious crime that has just occurred (e.g. sexual assault, robbery)
  • A suspicious circumstance that may indicate an imminent criminal act (e.g. prowler, vandal)
  • Text-to-9-1-1 is available in the City of Santa Clara to callers in an unsafe situation (e.g. home intruder, domestic violence), are deaf, hard of hearing or have a speech issue

If you call 9-1-1 for a non-emergency matter, it will not result in a faster response. Emergency situations are always given priority over situations where response is not urgent or time sensitive.

Examples of When to Call the Non-Emergency phone line, 408-615-5580
Available 24/7, 365

  • Reporting a crime with no suspect (e.g. theft of a license plate)
  • Reporting a crime with suspect, but suspect is not on the scene (e.g. fraud)
  • Reporting a serious crime with suspect, but with a lengthy delay (e.g. assault that occurred last night at a bar)
  • Non-emergency in-progress (e.g. noisy party, drug use)
  • On-going crime issues or crimes that are not in-progress (e.g. graffiti or on-going drug dealing with no suspect on scene)
  • A suspicious circumstance that may indicate an on-going criminal activity (e.g. subject looking in car windows/pulling on car doors)

Examples of When to Call the Police Department’s General Business line, 408-615-4700

Open Monday-Friday, 8am-6pm; Saturday, 9am-3pm; Closed Sunday

  • Obtain a copy of a police report
  • File a police report (e.g. cold case)
  • Have a ticket signed off (e.g. expired registration, no driver’s license, fix-it)
  • Public Records Act request

It is a misdemeanor in California for any person to willfully use the 911 system for any purpose other than reporting an emergency. It is a felony if someone is injured or dies because of emergency service response to a false call.
