A few quotes from years gone by:

San Jose Mercury mid-70s Memorex President Robert C. Wilson stated: “The vast and growing group of agencies, commissions, administrations and bureaus is actually a fourth branch of the government, as powerful as the executive, the legislative and judicial. No one, it seems, is concerned with the people who must pay for this tidal wave of spending and inflation by regulation.”
